Foreign ambassadors who wish to establish diplomatic relations with the Galactic Quadrant may do so by submitting an application.

The application will then be decided upon by the President of the Galactic Quadrant. If a diplomatic treaty has been agreed upon in game, foreign ambassadors are not required to submit an application.
